Core iDiver equipment remains useful, but Utara has its own money, restaurant, ingredients and modular Jungle Gun progression.

Quick answer
Your body upgrades matter; most local progression starts fresh
Oxygen capacity, carry weight, diving depth, harpoon damage, drone access, knife progression and unlocked crab traps remain useful when you continue from a completed save.
Duff's normal weapon collection does not become your Utara arsenal. The DLC gives Dave the Jungle Gun and uses its own upgrade materials and local currency. Bancho Grill also has separate staff, recipes and ingredient supply.
